Proposed Risk-based Building Product Registration Proposal – joint industry letter

As members of the National Building Products Coalition (NBPC), ASBEC shares the collective view on the principles that will contribute to the development of an effective risk-based Building Products Registration Proposal (the proposal). In doing so we note that we will also provide detailed, individual submissions through the ABCB consultation hub. The NBPC thanks the ABCB for the ongoing opportunity to engage on this important proposal and provides the following in the interests of a constructive contribution.

To be effective, any register needs to provide trustworthy, verifiable and auditable information, that is appropriate to how products move through the supply chain and the needs of the various actors who use it, including non-educated consumers such as owner builders. This requires a holistic understanding of how the building control framework within which building products are specified, approved, procured and installed, operates. The NBPC is of the view that the National Building Product Assurance Framework (Framework), which speaks to this building control framework, is an essential resource to the development of the proposal. In order to be effective, the approach must address the five elements of the Framework.

The NBPC has much it can contribute to the development of a national approach for building product safety and reliability. We look forward to continuing to work with you in the development of a proposal that achieves this end.
